走向墨西哥 1.提前退休很难吗?

我想在52 周岁退休,这个念头多年前有一天突然就在我脑子里生根发芽。无论我的生活怎样辗转忙乱,无论整个社会突然专注于激烈地争论着关于疫苗疫情的相关事宜,我想在52周岁退休。

我把这个念头锁了一年,主要原因是我不知道我有没有足够的钱。中年出国从头开始,到52岁也不过只有17年的时间做着一份中等偏上收入朝九晚五的工作,还养着一个孩子。照理我是应该老老实实地做到65岁,起码67岁可以拿政府养老金了再考虑退休的。


钱是个大问题,但不是唯一的问题。对我来说,气候宜人,交通便利,生活空间舒适自如都很重要。我就是这么贪心。如果不贪心,那我不如白发苍苍地坐在办公室电脑前直到67岁好了。


那我从哪里开始呢?


找气候宜人的地方最容易:找一张全球地图,去掉最南最北的几个大区域,靠近赤道南北一两格的地区都在一条带上。


交通便利对我来说就是能在5-8小时内到的地方 – 在定居之前我希望能来来去去住几次,假期不多,不能全部耗在路上。机票太贵时间太长,以后女儿都不会有兴趣来经常来我这里度假。这样一来就把亚非欧几个国家划掉了,其实就剩拉美的几个国家和美国,墨西哥了。


剩下的就是钱的问题了。然后我就找到了这个神奇的网站:https://www.numbeo.com/cost-of-living/comparison.jsp。你可以在网站上比较城市间的物价,小到一条面包一打鸡蛋的钱,大到买一辆车租一个公寓的价钱。


我把我地图上剩下的几个城市一个个地输入网站进行价格对比,Playa del Carmen 胜出!生活成本价格比我住的卡尔加里低了50%,比哥斯达黎加还要便宜一半,就是说我在卡尔加里住一年,我在那里可以够住两年。我在卡尔加里住15年的费用,我可以在那里住30年!从严格的数学意义上说,这个15年的差价就是我可以提前退休的年数。

走向墨西哥 2. 淘汰法


 

其实很多人对墨西哥的第一反应就是:那里不安全!到那里住过走过几年后,你就知道除了和美国边界交接的几个地方(主要毒品走私和非法移民 – 由于地理优势,拉美的非法移民都要经过墨西哥入美国),墨西哥南部的很多地方都是民风淳朴,非常宜人。虽然毒枭随便杀人绑架的事件在媒体总是占据头条,但是媒体如果不报道轰动性坏新闻,那就没法抓眼球了。说到底都是为了一口饭。


加拿大还有欧洲退休人(不能说退休老人,因为有很年轻就从硅谷退休的)最喜欢去的地方是三个:Yucatan, Quintana Roo, and Mexico City area. 三个地方各有各的好,唯一区别的就是房价问题,平时生活成本哪里都类似。


我是用我的懒人淘汰排除法,经过几次亲身体验后这样搞定的:
不喜欢大城市生活,也还没有想到要到墨西哥的沙漠或者山里生活,所以淘汰了墨西哥中北部的地方。我喜欢淡蓝色的海水 (Caribbean side, not Pacific Ocean),喜欢随时能去海里游泳潜水。这样一来,基本就淘汰了Yucatan 那边著名的Puerto Vallarta和  Las Cabos 那样的吸引众多退休旅居人生的地方。那边对于冲浪爱好者都是特棒的选择。我喜欢游泳,但是看到颜色深沉激流滚滚的海水很害怕,所以Quintana Roo这边绵延不断的加勒比海岸是我的最爱,没有之一,只有唯一的爱。其实在Yucatan 北部顶端有个海边区域叫 Progresso,海水质量一般,以前是主要港口之一,和曾经的世界上最富裕的城市Merida非常近。那里的海边房子真是很便宜啊!10万多美元就可以住在海滩上!可是我不很喜欢那里的水,所以犹豫了两个月还是放弃。在加勒比海这边从Cancun机场开车往南,4个半小时后到最南边和Belize交接的城市,一路风景美不胜收。高速公路以左的都属于海边地块,房子公寓或者地块价格都很贵,很多著名的All Inclusive Resorts都在那里。高速右边的就叫丛林地块 (jungle), 除了一些被大的Resort 连锁开发的带高尔夫的小区,你在这里可以买到价格非常合理的房子,公寓或者买了地自己建房子。在接近Belize 的一个镇叫Barcalar, 那里有条7种蓝颜色的淡水湖,美不胜收。可惜离坎昆机场太远,近4个半小时。我们的极限是离国际机场1小时左右,这样下了飞机到家不会太累。因为这个标准,我们的选择范围就又缩小到Playa de Carmen, Akumal, 和Tulum 这三个镇。Playa de Carmen 和Tulum都是非常有名繁忙的旅游城市。特别是Tulum, 是个对年轻人非常有吸引力的新镇,大街上每天都是满满的人,很多人有纹身,男生扎着发髻,好看的欧洲脸很多,就是hippie得让我们头晕。两个地方都更像新兴的城市,喜欢小都市生活的一定可以考虑这里:购物方便,餐馆众多,交通很方便,夜生活也热闹。我们喜欢有自己的院子,因为我要在院子里种满热带水果,还要养几个生蛋的鸡,两只狗可以在院子里随便跑来跑去,所以最好的就是自己买块地造房子。海边的地都是沙,没法种果树养鸡,而且地块也太贵,一般一个lot 就要50万美元左右。如果你买房子的预算在70万美元以上,可以买到在海边的房子。我的预算是不超过25万美元有个有独立院子的独立房,以后有机会可以加出租屋。

3. 走向墨西哥3 - 移民签证主要看钱:)

 

对于持美国和加拿大护照的朋友,墨西哥基本是进出自由。去墨西哥之前你不需要签证,落地过境前填一张表格,到时移民官会在底部的那张小纸片上签名盖章。你在墨西哥逗留期间一定要保留好那张小纸片,离境时要交还给登记口的服务人员。


移民签证最大的好处就是如果你选择在那里定居,可以不用受每六个月必须处境的限制。另外如果你以后决定在墨西哥卖房子,有了移民卡是可以有 capital gain exemption的。


种种利弊以后我们以后都会慢慢体会慢慢分享,但有一个特别好的特点就是:你一旦拿了墨西哥移民签证,你不用受制于每五年必须住满三年的限制 – 这是美国和加拿大移民签证都有的限制,但是墨西哥没有。??


墨西哥的签证有两种:短期签证和永久签证。他们的申请程序类似,唯一的区别就是对你现有经济状况的要求不同,另外永久移民签证终身有效,而短期移民签证需要每3-4年再续。


以短期移民签证为例:


经济状况的标准是由公式计算出来的。如果你在墨西哥没有其他家庭成员,那你就需要证明你有足够的退休金或者非墨西哥收入来源来支付你每月的生活费用。?


具体数字是你的每月税后收入必须等于或者高于墨西哥最低工资102.60 比索/天 *30 天 = $30,084 比索。


这个数字是相对固定的。但是当你联系当地的墨西哥移民签证所时,由于外汇汇率的浮动,这个数字折算成美元或者加元可能会得出不同的数字。


说到底,墨西哥政府的很多条例都很让人困惑,但是对于移民签证的要求一点不含糊:他们要的是有一定经济能力到那边享受退休生活的人。 6park.com

What is the Duration of a Mexico Permanent Resident Card?

The Permanent Resident Card for Mexico does not have an expiry date – it is issued for an indefinite amount of time. As such, it does not have to be renewed every few years, like the Temporary Resident Card does. 6park.com




How to apply for the Mexican Permanent Resident Card?

You have to apply for a Mexican Permanent Resident Card at the National Immigration Institute (Instituto Nacional de Migracion (INM)) upon arrival to Mexico. Prior to that, you have to apply for a Permanent Resident Visa at a Mexican embassy in your country, depending on your purpose of travel. The application process for a Permanent Resident Visa for Mexico is as follows:


Contact a Mexico embassy to set up an appointment. You can find a list of Mexican embassies here.Complete the Mexico Visa Application Form. You can find the application form on the website of the Mexico embassy where you will apply or at the embassy itself.Collect the required documents. See the requirements for a Mexico Family Visa below.Submit the application and pay the visa fee. On the date of your appointment, you will give your biometrics and may also have to enter an interview.Wait for the visa to be processedPick up your passport. If the application is approved, the visa will be affixed to your passport.

Converting the Permanent Resident Visa into a Mexican Permanent Resident Card

Within 30 days of arriving in Mexico, you must apply to convert your Permanent Resident Visa into a Mexican Permanent Resident Card. It is the Card which allows you to live in Mexico long-term, not the visa itself.


Changing a Temporary Residence Card into a Permanent Residence Card

If you are already living in Mexico on a Temporary Resident Card, when your current Card is about to expire, you have to apply at the INM to switch it into a Permanent Resident Card (provided you have lived in Mexico as a temporary resident for four years). You must apply at least 30 days before your current residence card expires.


Mexican Permanent Resident Visa processing time

What Happens if you Lose/Damage your Mexican Resident Card?

If you lose or damage your Mexican Resident Card, you must visit the local immigration office and apply for a replacement. You must have the following documents with you:

You may apply for Mexican citizenship after five years of residency in Mexico, regardless of whether you have lived as a temporary or a permanent resident. Mexico allows dual citizenship, so you do not even have to renounce your current citizenship to obtain it.


As a citizen, you would have full rights to vote and live without fear of being deported. The Mexican passport is also one of the strongest, allowing visa-free access to well over 100 countries.
