各级政府部门必须设立一个帮助妇女儿童摆脱困境的福利部门。这个福利部门也是一个企业组织，为陷入困境的妇女儿童安排住宿，一个房间可以有4个人，上下床铺两套。安排18岁以下孩子学习，18岁以上人员做力所能及的工作并培训她们喜欢的技能。有了稳定工作，就可以搬离避难所。要和警察部门联合起来，打击伤害她们的犯罪组织。这个部门的工作人员必须是有爱心，有正义感，没有任何种族歧视的人员，对受难的妇女儿童有着深切的同情并愿意帮助她们独立并走向社会的有知识的教育者（本科以上学历，历史清白，没有和犯罪组织有任何牵连）。

history, no involvement in criminal organizations)
